Heard learned counsel for the petitioners as well as learned Standing Counsel appearing for the respondents no. 1, 3, 4 and 5 and Sri A.K. Yadav for the respondent no. 2. Respondents pray for and are granted four weeks' time to file counter affidavit. The petitioners shall have two weeks thereafter to file rejoinder affidavit. List immediately thereafter before the appropriate Bench. The matter shall not be treated as tied up or part heard to this Bench. The preliminary objection was raised regarding locus of the petitioners. It is provided that the said question shall remain open even after exchange of the affidavits.
