नई शिक्षा नीति पर सुझाव आमंत्रण की हुई शुरुआत : मानव संसाधन विकास मंत्रालय-

The government today launched the exhaustive exercise for holding consultations aimed at the drafting of a new national education policy and invited suggestions and discussions towards that end. 

मोदी सरकार ने देश में नई शिक्षा नीति बनाने के लिए गणतंत्र दिवस के मौके पर राष्ट्रीय स्तर पर विचार विमर्श करने की प्रक्रिया शुरू कर दी है। मानव संसाधन विकास मंत्रालय ने इस नीति को तैयार करने के लिए   http://www.mygov.in वेबसाइट पर यह प्रक्रिया शुरू कर दी जिसमें देश भर से 33 थीम पर सुझाव मांगे गए है।

The launch was announced in all dailies across the country on Monday with the public being asked to participate in the process on the website http://www.mygov.in.

सरकार ने नई शिक्षा नीति बनाने के लिए एक नया नारा भी शुरू किया है जो इस प्रकार है "नई शिक्षा नीति करे साकार, ज्ञान योग्यता और रोजगार"। मानव संसाधन विकास मंत्रालय के सूत्रों ने बताया कि शिक्षा नीति के लिए तैयार "थीम पेपर" पर जून माह तक विचार विमर्श होगा और उसके बाद जो सुझाव आएंगे। उन पर एक राष्ट्रीय समिति में विचार किया जाएगा। फिर उस समिति के निष्कर्षों तथा सुझावों को केन्द्रीय शिक्षा सलाहाकार बोर्ड (केब) की बैठक में रखा जाएगा। केब की बैठक में नई शिक्षा नीति को अंतिम मंजूरी दी जाएगी। नई शिक्षा नीति को तैयार करने के लिए पहले राज्य स्तर पर विचार विमर्श होगा और उस राज्य की जरूरतों तथा सांस्कृतिक विशेषता ओं को भी ध्यान में रखा जाएगा |

नई दिल्ली। मोदी सरकार ने देश में नई शिक्षा नीति बनाने के लिए गणतंत्र दिवस के मौके पर राष्ट्रीय स्तर पर विचार विमर्श करने की प्रक्रिया शुरू कर दी है। मानव संसाधन विकास मंत्रालय ने इस नीति को तैयार करने के लिए डब्ल्यूडब्ल्यूमाई गवर्नमेंटइन वेबसाइट पर यह प्रक्रिया शुरू कर दी जिसमें देशभर से 33 थीम पर सुझाव मांगे गए हैं।

सूत्रों ने बताया कि केब की बैठक में नई शिक्षा नीति को अंतिम मंजूरी दी जाएगी। नई शिक्षा नीति को तैयार करने के लिए पहले राज्य स्तर पर विचार विमर्श होगा और उस राज्य की जरूरतों तथा सांस्कृतिक विशेषताओं को भी ध्यान में रखा जाएगा। सूत्रों ने बताया कि स्कूली शिक्षा तथा उच्च शिक्षा एवं तकनीकी शिक्षा के लिए अलग-अलग थीम पेपर तैयार किए जा रहे हैं। जिनको ध्यान में रखकर ही विचार विमर्श होगा। 

सूत्रों ने बताया कि विचार विमर्श में अकादमिक जगत, उद्योग जगत छात्रों तथा देश के गणमान्य नागरिकों, बुद्धिजीवियों को भी शामिल किया जाएगा और नई शिक्षा नीति तैयार करते हुए संविधान के मूल्यों तथा देश के सांस्कृति तथा ऎतिहासिक मूल्यों को भी ध्यान में रखा जाएगा तथा ऎसी शिक्षा नीति बनाई जाएगी जो देश के आर्थिक एवं सामाजिक विकास तथा लोगों को रोजगार दिलाने में सहायक हो तथा नागरिकों का चरित्र निर्माण भी कर सके एवं प्रौद्योगिकी का अधिक से अधिक इस्तेमाल हो सके।

Discussion group for the New Education Policy of the Government of India

Background note for the New Education Policy (NEP)

• A New Education Policy is being formulated for the country through an inclusive, participatory and holistic approach. The National Policy on Education was framed in 1986 and modified in 1992. Since then several changes have taken place that calls for a revision of the policy.

• The new National Education Policy will aim to meet the changing dynamics of the population’s requirement with regards to quality education, innovation and research, aiming to make India a knowledge superpower by equipping its students with the necessary skills and knowledge and to eliminate the shortage of manpower in science, technology, academics and industry.

• There are 13 themes for the School Education, which include improving learning outcomes, extending outreach of Secondary and Senior Secondary education, strengthening of Vocational Education , reforming school examination systems, revamping teacher education , accelerating rural literacy with special emphasis on Women, SCs, STs & Minorities, promotion of Information and Communication Technology, new knowledge and approaches for teaching of Science and Maths, schools standards, assessment and management systems, inclusive education, promotion of Languages, Comprehensive Education and Child health.

• There are 20 themes for Higher Education which include governance reforms , ranking of institutions and accreditation ,quality of regulation, pace setting roles of central institutions, improving State public universities, integrating skill development in higher education, promoting online courses and technology enabled learning, addressing regional, gender and social disparities, linking higher education to society, developing the best teachers, sustaining student support systems, promoting cultural integration through language, private sector partnership, financing higher education, internationalization, industry engagement to link education to employability, research and innovation and new knowledge.

• The objective of the consultation process is to ensure that an inclusive, participatory and holistic approach is undertaken, which takes into consideration expert opinions, field experiences, empirical research, stakeholder feedback, as well as lessons learnt from best practices.

• On each theme, a brief paragraph alongwith the names of the moderator have been provided. The purpose of the discussion group is to elicit views of all the stakeholders in a transparent manner and encourage a participatory approach.

This discussion group seeks views, suggestions and inputs on the 33 themes themes identified for formulating the New Education Policy of the Government of India.

The on line discussions will be open from 26th January, 2015 till 31st March, 2015.
